Mayor Phillip Baulch
A lifelong resident of Nettleton, Mississippi, Mayor Phillip Baulch brings a legacy of service, innovation, and community pride to his role. He and his wife, Dr. Deana Baulch—an educator in the Lee County School System—are proud parents of two children, Justin and Molly Anna, and grandparents to four grandchildren.


Mayor Baulch is a graduate of Nettleton High School and earned a Bachelor of Science degree in Computer Science from Mississippi State University. His professional career spans several decades and a broad spectrum of technical fields, with contributions to both national defense and agricultural innovation.


In the aerospace sector, Mayor Baulch played a key role in developing voice control systems for NASA’s Canadarm Robotic Arm aboard the Space Shuttle. His work in the defense industry includes the design of the Advanced Interface Blanker Unit (AIU/AIBU) for the F-16 Fighting Falcon, as well as contributions to the Strategic Defense Initiative (SDI), including the Boost Surveillance and Tracking System (BSTS)—a space-based platform utilizing X-ray laser technologies from geostationary orbit.


His contributions to agricultural technology include the collaborative development of the Gossym- Comax system, a cotton management platform designed in partnership with the United States Department of Agriculture, Mississippi State University, and Clemson University. This pioneering system integrated yield modeling, expert decision support, and GIS mapping to support sustainable cotton production.


In the private sector, Mayor Baulch designed and implemented a financial trading and management system tailored to commodities and indexes for the Chicago Mercantile Exchange. From 2005 to 2022, he owned and operated a commercial enterprise specializing in printing, direct mail, and signage services.


Mayor Baulch's life and work reflect a deep commitment to technological progress and a steadfast dedication to the Nettleton community. His leadership continues to bridge his extensive experience with a forward-thinking vision for the city's growth and heritage preservation.
